The owner always hears first

The server owner gets a direct message whenever anti-nuke fires, in shadow or enforce mode.

Buttons in the message

The message carries three buttons, so the owner can act from their phone without opening the server:

• Contain: strips the person behind the incident, as anti-nuke would in enforce mode.
• Under attack: turns on under attack mode for a while. Extend it with /underattack.
• Lock down: runs a lockdown.

When Astri's role is lowered

The owner is also told when someone moves Astri's role down, since that's often the first step of a nuke.
